The Municipality of Nesher was founded in 1923 as a small worker town for the Nesher Cement Factor. Today it is a modern city with a population of about 25,000 people. Nesher is located adjacent to two of Israel's leading academic institutions - The Technion and Haifa University. Its vision is to become a model Israeli community and as such has placed emphasis in meeting the educational and social service needs of its citizens.
Michal Livneh heads the Nesher Social Services Department and has created innovative programs in Nesher to help "at risk children" and their families.
